1. Located on the northwest edge of the Qinghai–Tibet Plateau, this modular camp operates in an extreme alpine environment above 5,300 meters, with low oxygen levels at around 50% of sea‑level conditions, winter temperatures down to −30 °C, and frequent strong winds. Prioritizing personnel survival and operational efficiency, CDPH engineered a customized plateau modular camp solution that integrates office, residential, and daily living functions into one climate‑ready community

2. The overall site layout adopts a “hui‑shaped” (square‑spiral) configuration, assembled from 113 modular box cabins with standardized 3 m × 8 m modules. This inward‑facing plan creates a continuous protective ring that effectively mitigates wind, sand, and other external disturbances, improving both comfort and safety for camp operations.

3. To address the low oxygen content at high altitude, all camp rooms are equipped with ambient diffused oxygen‑supply systems that stabilize indoor oxygen levels for staff. In addition, the seams between cabins and the joints of the connected modules are meticulously sealed to minimize heat loss, enhance airtightness, and strengthen wind and water resistance throughout the plateau container house system.

Project Description

Located on the northwest edge of the Qinghai–Tibet Plateau, the Xinjiang Huoshaoyun Project Camp is one of CDPH’s highest‑altitude modular camps, designed to keep around 100 staff safe, warm, and productive at approximately 5,600 meters above sea level. This high‑plateau modular camp integrates office, living, and daily‑life functions into a compact, climate‑ready community that withstands extreme cold, low oxygen, and strong winds.


Project overview of Huoshaoyun modular camps


The Huoshaoyun Project Camp is located in the Huoshaoyun mining area of Hotan County, Hotan Prefecture, Xinjiang Uygur Autonomous Region, on the northern slope of the Karakoram Mountains at an altitude of about 5,600 m. The site has a typical plateau mountain climate: high altitude, low oxygen (only 45%–55% of coastal regions), very low precipitation, and long periods of severe cold.


The camp adopts a modular box‑type housing solution with a total floor area of about 2,712 m², assembled from 113 prefabricated 3 m × 8 m modules stacked in two floors. The first floor combines office and accommodation zones, while the second floor is fully dedicated to dormitories, forming an integrated modular camp that supports long‑term mining operations.


Hui‑shaped layout for wind and sand control


To cope with strong winds and blowing sand, the camp uses a “hui‑shaped” (square‑spiral) layout formed by the 113 modular box cabins. This inward‑facing configuration builds a continuous protective ring that reduces wind and sand intrusion, improves thermal stability, and enhances overall management and safety for the camp.


The two‑storey configuration separates guest and management accommodation on the ground floor from worker dormitories on the upper floor, optimizing circulation, privacy, and supervision within a compact footprint. This approach reflects CDPH’s experience in planning modular dormitory buildings and workforce housing for complex engineering camps worldwide.


Plateau container house system: structure, insulation and oxygen


As a representative high‑plateau box‑type project, the Huoshaoyun modular camp applies CDPH’s plateau container house system with reinforced structure and cold‑resistant detailing. A sloped roof is installed above the modular units to reduce snow accumulation, encourage natural snow shedding, and create an additional air cavity between the snow layer and the insulated roof, lowering freeze–thaw risk and heat loss.


All rooms are equipped with diffused oxygen‑supply systems to compensate for the ambient low‑oxygen environment and help maintain staff health and stable productivity. The seams between box units and the connections of the modular rows are carefully sealed, significantly reducing heat loss and air leakage while improving resistance to wind and water and supporting efficient oxygen retention.


For thermal performance, the roof, floor, and columns receive additional glass wool insulation, and wall panels are thickened to cut off cold–hot air convection between indoors and outdoors. High‑plateau double‑glazed broken‑bridge aluminum windows are used, with pressure‑balancing holes in the glass to manage indoor–outdoor pressure differences. Exterior insulation and decorative components further enhance thermal performance and appearance, while exposed water and drainage lines adopt electric heat‑tracing and insulation, including insulated underground heating pipelines and a hollow, heated septic tank.


Rapid delivery in an ultra‑high‑altitude environment


The project needed to be delivered within 90 days while fulfilling stringent environmental, safety, and fire‑protection requirements. At 5,600 m elevation, construction efficiency is affected by low oxygen, equipment derating, and complex logistics, which demanded precise planning and robust risk control.


Drawing on experience from previous ultra‑high‑altitude modular camps, CDPH organized a dedicated project team to coordinate design, production, logistics, and installation under an EPC‑style implementation model. The project manager dynamically adjusted the construction sequence based on material arrival, on‑site conditions, and weather windows, while the logistics team closely tracked production and transport to avoid supply interruptions. Emergency plans for sandstorms, extreme cold, and other severe weather clearly defined processes for pausing and resuming work, ensuring both progress and safety.
